PT Desktop link is in ~/PacketTracer63/bin
To copy the link to Desktop use
cp ~/PacketTracer63/bin/Cisco-PacketTracer.desktop ~/Desktop/

Also, the path for app in desktop link should be
Exec=/opt/pt/packettracer
